Cesare Lo Monaco,nato a Tunisi si diploma come grafico pubblicitario. Vive e lavora a Grugliasco (Torino). A 16 anni č a Milano ed esordisce nel mondo dei fumetti e dell'editoria fondando insieme a Setzu e Pavesio la "S.P.L." collaborando per la Mondadori sui settimanali "Topolino e Dolly". Crea e pubblica sul settimanale "Piů" la serie "Big Bombo e la giungla band" che tutt'ora pubblica su altre testate.
Illustratore, fumettista e vignettista con lo pseudonimo "César" ha pubblicato sul Corriere dei Piccoli, il Messaggero dei Ragazzi, Seiotto e attualmente su Piemme, Ragazzi, la Giostra, Raffaello, Piccoli, Capitello, Elledici, Bollettino, Ave, Seat pagine gialle e l'agenda Smemoranda. Ha collaborato con Romano Garofano disegnando il "Mostralfonso". E' autore insieme all'amico Dino Aloi di varie serie". E' presente nel Dizionario degli Illustratori Contemporanei, edito dal "Centro di Documentazione dell'illustrazione Contemporanea di Bronzolo. Presente e apprezzato dalla giuria al concorso nazionale artistico letterario "Gli animali fantastici di Leonardo da Vinci".
Illustra libri per bambini per diverse case editrici e partecipa a mostre e rassegne umoristiche. Sposato con Barbara che lo aiuta e lo sopporta, una figlia dolcissima di nome Sofia ancora piccina per poter aiutare papŕ ma giŕ con le sue 2000 matite colorate pasticcia in casa da per tutto!!!

Cesare Lo Monaco was born in Tunis. Some years later he got a degree as graphic designer. Nowadays he lives and works in Grugliasco, near Turin.
When he was 16 in Milan he started to draw cartoonss and became a puiblisher with Setau and Pavasio with the “S.P.L.” society.
He goes on to cooperate with Mondadori Editor for the weekly comic “ Mickey Mouse and Dolly”. he has been drawing for the weekly magazine “ Piů” the serie “ Bib Bombo and the Jungle Band”, still published in other magazines.
He works as a drawer and cartoonist with his nickname “CESAR” for very famous kids magazines such as “Il Corriere dei piccoli” – “Il Messaggero dei ragazzi” – “Seiotto” and today he’s working for “Piemme” and the very famous note-book “Smemoranda”
He has taken part with Romano Garofano in the drawings of the “Mostralfonso” .
With his friend Dino Aloi he is the author of several cartoon series like “The Housemen”…..
He has his place on the Dictionary of contemporaneous drawers published by the Centre of Bronzolo.
He has taken part at the artistic national award “The fantastic animals of Leonardo”, getting a special mention by the jury.
Today he is working for several editors drawing books for children and he is used to take part in humorous exhibition.
He is married with Barbara who helps him; they have got a honey daughter named Sofia, still too young to help his father, but able to draw every wall of the house with her 200 coloured pencils.
